Constitution change 2016

This describes changes to the CHP constitution in 2016. Readership is Public.

The proposed change to the constitution is to remove clause 5(c) which currently states:
Officer roles assigned to specific people have a maximum term of three (3) years, after which the assigned person must stand down from the role for a period of at least a year to allow the skills involved to be distributed amongst the Organisation.

This is a good idea but turns out to be very difficult for us to achieve in practise. Therefore the clause will be removed and replaced with a placeholder to preserve the numbering sequence.
