Minutes of 2014-01-15
A question was raised about the outcome of Intellectual Property questions. This is actually described in the Minutes from the meeting of 2013-11-27. In summary:CHP inherits all the IP associated with the CARADONHILL.ORG.UK web site, including images and the 'phone applications and associated media.Cornwall Council remains the copyright holder for the reports that have been produced by the CHAHP over the past seven years, including the recent Hurlers and Liskeard Castle reports. However these will remain in the public domain and available online.
The question of meeting invitees, which is mentioned as being a future agenda item will not be discussed at this meeting, but can be put on the agenda of future meetings as deemed appropriate by the committee.
The Alec Kendall talk has now been arranged to be at the Methodist Church, so that action is complete.
There were no corrections raised and the Minutes were approved.
Meet the CHAHP evaluation team
Richard Clarke explained his and Maria's role at the close of the CHAHP. They are independent consultants commissioned by the HLF to produce a report on the outcomes of the CHAHP. They have been associated with the HLF since 2006. They are not concerned with the financial aspects of the CHAHP (which is dealt with by James Dennis's "closure report"). rather, their job is to highlight the successes of the CHAHP and identify any weaknesses found in retrospect in a report. Cornwall Council, on behalf of CHAHP have asked them to produce the final completion report and a draft of this will be sent to Iain on 2014-03-05. He, Derris and Alan Jeffries of Cornwall Council, with input from others, will comment on that and a final version arising from that will be sent back to Iain for onward transmission to HLF.Meeting attendees briefly introduced themselves and their roles to the team.
Bank account
The account is not yet open and there is a pressing need to create it so that we can receive money from Alec Kendall.Iain Rowe met Lianne Crocker this week. Lianne is unable to continue as treasurer but Derris Watson has volunteered to take on the role.
The meeting formally elected Derris as treasurer, subject to receiving a letter of resignation from Lianne, so that a bank account could be opened quickly.

Web team update
Since the last meeting the web site has been moved to its new hosting provider. However the development site has become inaccessible after that process and the web team have not yet been authorised to access the public site for publishing. It is urgent that this is resolved so that the mechanism to access the CHAHP 'phone application software can be put in place. The QR codes in the associated literature already refer to the CARADONHILL.ORG.UK index page.The next group meeting with 2KS is on 2014-03-12.
Action: PNJ to pursue these issues with 2KS.
Insurance update
The subgroup has met twice and has constructed a database and details about feedback from the potential users.Jen Bousfield distributed papers with their findings.
Jen highlighted the fact that some people were expecting CHP to provide "umbrella insurance" for its members. However, this is problematic because the CHP itself would have to maintain detailed awareness of all of its members activities and that's impractical.
Each organisation will need to maintain independent insurance cover but the CHP may be able to negotiate favourable terms with an insurance provider for its members to take up.
Some organisations already have good insurance cover at attractive rates. For example, the North Hill History Group has cover costing £65/year covering most things except property, manual work and major events.
The original recommendation by Andy Robinson, Tennyson Insurance, also seems like an attractive package.
It provides a basic policy for £85/year with cover for events. This is broader than public liability, including product liability. It covers up to 5 events per year. But if children are involved the cost may be much higher (but this can depend on how they are accompanied).
The meeting thanked Peter and Jen for their hard work so far.
Action: Peter and Jen to approach the suitable insurers about group discount on a policy that would suit most CHP members.
It was emphasised that organisations should be doing risk assessments for their activities if they are not already doing so. Sample risk assessment forms will be made available for guidance. Insurers may require written evidence that risk assessments are carried out.
Also mentioned was that when organisations carry out a shared activity there must be a clearly defined single organiser responsible for it.
Caradon Trail Leaflets & Stickers Update
Lorna said that she doesn't have the final leaflet yet - it is due on 2014-02-28. But she did have drafts which she showed to the meeting. Volunteers are needed to distribute material. It was arranged that some leaflets will be stored at Sterts for collection by volunteers. We plan to have them made available at pubs, farm shops and such like places.About 18,000 leaflets will be produced.
Lorna noted various volunteers and sites for distribution.
The meeting thanked Lorna for doing the job and Brigitte for her work in promoting publicity.
Friday 7th and Saturday 8th March Update
Publicity for the event is getting out as planned and there is separate publicity about walking events. A reference to the event is published on the WALKERSAREWELCOME.ORG.UK national web site.Cheryl Murray will open the cycle event. This is now at 10:00. At 11:30 there is a geology walk in Liskeard.
Plymouth Herald will send a photographer.
We don't know what number of cyclists have entered.
Display tables for the event have yet to be finalised. Requests should be mailed to Derris Watson. A show of hands at the meeting suggested a requirement for 8 tables.
Iain Rowe will be running a Kresen Kernow stand.
The Stuart House building will be open at 08:30 for exhibitors. Exhibitors can offload equipments on Friday before 15:30.
Private coffee for invited guests at 09:45.
Open to the public after the cycle launch.
Have a whiteboard outside to provide up to date schedule.
Schools loans boxes concept launch
Sue Robbins showed paintings by Jane Stanley that have been commissioned to link with the historical areas covered.The museum and group own the copyright of these paintings and images of them will be used in various formats as part of the material for school use.
The paintings shown were
- King Doniert
- WW2 evacuees
- Medieval Market outside St Martins
- Stuart House civil war
The paintings are based on accurate research by the artist.
The idea is that schools can use boxes whose contents link to the local history curriculum.
The boxes include costumes, artefacts and a resource pack with references to online resources and a timeline. One WW2 item of interest is a map of bombing in Cornwall and Plymouth. Planned boxes are:
- Neolithic and Bronze age
- Medieval
- Iron age, Saxon
- Civil war
- WW2
- Mining
- Famous people
Not all will be finished by 2014-03-08.
There is a separate launch date for teachers on 2014-03-20 between 16:00 - 18:00.
The boxes will be stored at the museum and museum staff will be responsible for managing the loans (which are free of charge). Care must be taken with the box contents and there may need to be charges for their maintenance.
There are also "memories boxes" available in the museum.
John Manley offered to contribute his teacher's resources list for mining to be included.

Dormouse group
Jen reported that she will be taking the Dormouse display to Cornwall and Isles of Scilly Federation of Biological Recorders meeting on 2014-03-01.Caradon writers
Caradon writers will have another course starting on 2014-03-25. The theme will be sort stories about WW1.Mining
John Manley said there will be a Trevithick Society talk on 2014-03-11 on 17th century copper mining in Devon and Cornwall. The programme for this year is now full. See the web site for details.Other items of particular note are the Cornish history quiz on 2014-12-09 and a talk by Roger Burt on 2014-07-15 which may be of particular interest to people interested in family history research connected with mines.
Pensilva Wildlife
There will be a talk on 2014-03-14 on Uganda and a moth and bat evening on 2014-07-11.Stuart House
There will be a talk on 2014-03-06-19:30 at Stuart House by the architect in charge of restoring Pillaton and St. Keyne Churches.Pensilva history
It has had its 3rd AGM.Planned events include a talk by John Manley about William West, a talk by Colin Buck and possibly a talk about Cornish Horse Power. See their web site for details.
Stara woods
Stara have no specific dates yet but are planning a follow up photography session with David Chapman and another friends day. LAPWG will be having a meeting there on 2014-08-27.Sterts theatre
Sterts summer season leaflets are about to come out. This includes Sweeny Todd and Annie.They are looking for personal artefacts from WW1 to add to an exhibition.
Caradon archaeology
Caradon Archaeology are doing the postponed New Years day walk on 2014-04-05-10:00 at Hurlers. This is a Tony Blackman memorial walk. On 2014-05-04-10:00 Mark Camp will do a walk on 2014-05-04 to Sharp Tor.As part of the Festival of Archaeology, there will be a day of talks and walks inspired by the Mapping the Sun project on 2014-07-12. This is aimed at CAS members, but there may be tickets available. By then we hope to have the pollen anaysis results available. There will be an associated exhibition at Sterts.
On 2014-06-21 there will be a Summer Solstice walk ending in breakfast at 05:30.
The Castle Park project's geophysical survey was inconclusive and we have now paid to hire ground penetrating radar equipment which may yield more interesting results. This will be on site from 2014-03-03. Contact Colin Buck for information (cbuck at cornwall dot gov dot uk).
Walking for health
The next walk is on 2014-03-05 starting from Golitha at 10:30. Then on 2014-04-02 there will be a walk starting in Kingsand.CAGG
Now has 30 members. The next field meeting is the walk on 2014-03-08 in Liskeard. The next talk will be on 2014-03-21 at Liskerrett on fossils and the following field meeting in April will be at Lyme Regis. The next talk after that will be in May and will be a further talk on understanding rocks.Oaktree walking

Richard Clarke commented that many HLF-funded schemes disappear quickly after the funding ends. In contrast, the CHP represents a notable outcome where HLF funding has contributed to a more sustained community legacy. They will try to capture this in their report. Richard asked for people to complete the questionnaires if they have not already done so and to mail them with further feedback on things that the questionnaire doesn't cover, particularly the less quantifiable aspects of the way people continue to work together. (richard.clarke at cepar dot org dot uk - as soon as possible)It was noted that Lantoom would like to extend their operation at the Caradon Granite Quarry. They have been removing stone from the surface dumps but would like to carry out deeper quarrying which might have significant impact. There is an indication they could move up to 1000 tonnes of granite per year, which is said to be equivalent to two lorry-loads per week.
There will be constraints based on the local archaeology, so it seems likely they would have to quarry downwards. The archaeology would be handled by the historic environment service in Truro.
It was suggested that we might invite Richard Crocker (MD of Lantoom) to give a talk about the quarry.
