Minutes of 2014-02-26
Some people had trouble following the hyperlink in the agenda to the Minutes, which is an issue with the implementation of the agenda document. The hyperlink itself is valid and may be pasted into the address field of a web browser.Some people reported difficulties with printing the Minutes from their web browser. This is contrary to design. Please report such difficulties to the secretary, with details of the browser involved and a narrative of what actually took place.
Supplies of Caradon Trail leaflets are now available from Sterts.

Bank account update
The bank account is open and Alec Kendall has deposited £400, with another £165 to follow next week. These are proceeds from his book and is donated to us on the understanding that the money is to be spent on projects rather than maintenance.An arrangement is being set up so that further sales monies from the book will be passed directly to the CHP from the bookshop.
Alec's talk on 2014-03-07 raised £53.50 which Alec has also kindly donated to us.
It was agreed that some of this latter money will be used to pay the £25 hall hire charge which is owed to Phoenix 100.
Any expenditure by the group must be pre-authorised by the group and a Purchase Order (PO) number issued by the treasurer. Invoices sent to us that are not connected with a PO will not be paid. This rule is necessary to manage our funds rigorously and was agreed by the meeting.
PNJ and IR are signatories to the CHP account.
The meeting thanked Derris for taking on the Treasurer's role and setting up the account.
Insurance update
PS has spoken to someone at Tennyson Insurance and concludes that the cheapest option for any of our members is likely to be to user their online service to take out insurance cover for public liability and events. This package costs £80 per year. Cover is immediate for online payment.To take out insurance with them through an agent costs much more - starting at £265. A group discount is possible, but only from this latter baseline cost.
JB investigated the online process. To apply online, one has to agree that risk assessments are carried out for every activity and that nobody is working unsupervised with children or vulnerable adults. There are options for personal accident cover and product liability. Most organisations are likely only to need Public Liability insurance which also covers product liability and basic professional indemnity for occasional or ad hoc advice.
Activities involving under 50 persons is not classified as an "event" and doesn't require event cover.
JB knows of other wildlife groups who have investigated insurance and have not found anything as low cost as Tennyson.
Exclusions include "Outward Bound" types of activity. SH suggested that may mean cover is not available for activity taking place more than 500m from Landrover access on the moor. Also, there is an excavation limit of 1m depth.
The CHP itself does not need insurance and it cannot be responsible for covering its member organisations.
Local history groups can get cheaper cover through membership of the British Association for Local History, which costs about £65 per year.
SH commented that his personal insurance for multi-activity, including archery, costs him about £150 per year.
Insurance for equipment is usually provided under the household in which it is kept.
PS and JB will produce a final report of their findings and no further research is required.

Web team update
The team has worked on the image gallery and its long term organisation for scale. 2KS has provided some internal documentation which can be extended by the team as required.About 160 CHAHP videos associated with the 'phone applications are available via the Caradon Heritage YouTube channel. Alan Groves is in the process of renaming the initially obscure titles.
The publisher of the applications has been paid but they will be providing some support if problems occur. They will also provide some training in due course so that we'll have the capability to update the material in future.
Friday 7th and Saturday 8th March review
Railway talk
The railway talk on 2014-03-07 was very successful. Alec Kendall travelled down from Pershore to deliver it and claimed no expenses. Alec is interested in future collaboration. Artefacts that he acquires are donated to the Liskeard and District Museum and he is currently doing more research on the Trewint extension.A vote of thanks was given to Alec for his support.
2014-03-08
About 30 cyclists took part and the walks were very well attended. There were 5 walks and most had between 25 and 30 people participating.Stuart House was very busy all day, with a good atmosphere.
The day was well publicised, with half page articles in the Cornish Times and the Cornish Guardian.
On the Caradon Trail itself, the rotating signs are now installed and cycle posts have been repositioned. Not all of the trail signage has gone up.
The archaeological reports from Mapping the Sun and the Liskeard Castle excavation are not yet ready. At the Castle, some recent work done with a Ground-penetrating radar has revealed evidence of a curved wall to the right hand side near some Aspen trees. It has been speculated that this wall may have been part of a round tower, though this requires further investigation.
The reports are expected to be complete before 2014-07-05.

It was suggested that the Stuart House exhibition could be made an annual event.
Saturday 5th July - Phoenix 100
The idea was to run an annual mining exhibition towards the end of the school academic year. Phoenix 100 celebrates the opening of the Phoenix engine house, which held the last large scale cornish pumping engine. It closed in July 1914, which could be marked specifically as an anniversary this year.With money left from CHAHP we can celebrate the event via the Phoenix 100 group. There's no guarantee yet, but Alan Jeffries who is closing the CHAHP has indicated it is likely. The payment mechanism isn't clear yet.
The 5th of July is chosen because it is the date the coinage was taken to Liskeard and the St Mathew's Fayre and Carnival.
This is a short time in which to organise things, but we may have a budget of about £3000. The event will be managed by Phoenix 100 with key foci at Stuart House and the Museum.
There was discussion about possible activities, including baking Saffron Buns and something to provide some spectacle. Also some concern about the short timescale for planning. This will be on the agenda for the next CHP meeting and all should canvas their organisations for suggestions and offers of help.
Around the Table Groups Updates & Upcoming Events
IR will continue to circulate information about events as he receives it.Dormouse checking starts in April.
Stara Woods is having a Friends Day in June. There'll be a walk by someone who looks after woodland management. The new bridge has been certified for another year at a cost of £360. Stara Woods are interested to find a more local structural engineer to do this. The current certifier is the original builder who travels from Scotland.
Linkinhorne History is meeting weekly but may reduce in frequency due to a luck of funds to pay for use of the Rilla Mill Village Hall.
There will be a major event in Liskeard on 2014-08-16. Liskeard was entitled to two Fayres in medieval times. One was a 3-day Fayre on the "Feast of the Assumption" (-08-15). There will be a ploughmans fare day with stalls and beer tents and lunches in Westbourne Gardens.
Caradon writers are starting a monthly short story course which lasts for 10 months. The theme is WW1, with emphasis on local stories that were happening around that time.
The schools loans boxes are launched next week. More images, including some of grave goods and bronze age smelters will be added.
Darite Heritage is likely to be without a meeting place during the summer if the planned refurbishment of the Village Hall goes ahead.
Various immediately forthcoming events were mentioned.
Liskeard is commemorating the start of WW1 on 2014-08-03, with exhibitions in Stuart House and some poppy planting.
A seedling of the Darley Oak is being planted in St Cleer to replace the mature Beech that fell in November.
Any other business
- Ann Wood mailed IR to say that the Pensilva Walking group is withdrawing from Walking for Health and is becoming autonomous.
- David Lane mails from a group based in West Devon to discuss the maintenance of mining sites in the Tamar valley.
- There is a new TIC web site about to be started.
- PS has been told of some evidence of deterioration of the Caradon Trail signs, possibly due to a fungus attacking the oak on the west facing sides.
