CHP AGM, 2016-11-17

Minutes of the CHP AGM held at Liskeard on 2016-11-17. Readership is public. This document was formally approved at the AGM on 2017-11-30.

The meeting was chaired by MT.

Prior to the AGM, Brian Oldham gave an illustrated talk entitled "The Remarkable Daniel Gumb". It was well received, by an audience of at least 30 people.

Review of Minutes

The minutes of last year's AGM were accepted without modification (DW, BO).

Financial report

DW reported that our funds had risen, due in large part to money collected from walks and talks by BO, which he kindly donates to the CHP. Also, the stock of books by Alec Kendall has now been removed from the bookshop in Liskeard and BO has so far managed to sell 20 of these at £8.00 each.

The account balance is £1409.54, the bulk of which is reserved for us to fund community projects.

Equipment report

The report by IR circulated on 2016-10-11 was displayed.

MT asked if the report could be published online. PNJ agreed to do that, ensuring that what's published doesn't give details of physical locations.

Election of officers

PNJ agreed to continue as secretary and this was approved by the meeting (DW, RP).

DW agreed to continue as treasurer and this was approved by the meeting (LS, HT)

IR had already agreed to continue as equipment officer and this was approved by the meeting (DW, JB).

Constitution amendment

A proposal to amend the CHP constitution by removing clause 5(c) was presented to the meeting. The intent of this clause was to distribute officer skills by requiring the incumbents to stand down from their role after 3 years so that a handover takes place to another person who then acquires the skills needed to carry out the role so that the organisation becomes more competent and robust.

This is a good idea in principle, but in practise the disruptive overhead is too onerous for a volunteer organisation to safely accommodate.

This change was approved by a show of hands at the meeting (DW, LS) and a paper copy of the amended constitution was signed by PNJ, DW and MT.

Next meetings

The next AGM will be on 2017-11-16 and the next CHP meeting will be on 2017-01-19, both at Liskeard, subject to room availability. The chair on 2017-01-19 will be BO. Please contact him in advance of the meeting with any proposed agenda items.

Other business

  1. DW suggested that the CHP could become a partner of Cornwall Heritage Trust. This organisation was founded in 1985 and manages 11 sites, including the Hurlers, Trethevy Quoit and King Doniert's Stone. This arose after actions against English Heritage by the Revived Cornish Stannary Parliament organisation.

    It wasn't clear what the benefits and resposibilities of being a partner organisation to this one would be. The meeting agreed that this should be investigated and a report made to the CHP about that.

  2. JB reported that Butterfly Conservation had won a Heritage Lottery grant for studies including the Marsh Fritillary which is indigenous to 12 Mens Moor, among other places.
  3. BO mentioned the Looe to Liskeard trail meeting to be held on 2016-11-21 at the Looe Academy. Also that anyone who has walked the path through High Wood is entitled to fill in a witness form aimed at preventing its closure.
  4. LS mentioned the Liskeard Community Plan, which will be published next week.
